Florida East Coast District 8 United States Power Squadrons

The United States Power Squadrons teach safe boating classes to the public at various locations around the US. One of the main goals of USPS is “boating safety through education” - we believe that an educated boater is a safer boater. In addition to its public education program, USPS teaches a series of outstanding courses that cover advanced seamanship, navigational techniques, boat handling, boat maintenance, and they have a series of 2 hour seminars (http://www.usps.org/e_stuff/seminars.htm) available as, well!
There are 33 districts with numerous squadrons in the United States. For details go to the USPS website http://www.usps.org/d_stuff/dist.html.
There are 14 squadrons in Florida in District 8 (http://www.uspsd8.org/). The district covers the Florida East Coast from Sebastian to Key West.
Each squadron has a website that identifies when and where courses are offered. By clicking on squadrons posted http://www.uspsd8.org/SquadronInfo.php?sqdcode=540 ( left side of screen) a list of courses will appear. If there are no classes shown please contact the education officer shown under “Bridge Officers” (right of the screen).
The latest rapidly growing program deals with “On the Water Training (OWT)”. What this means is that you now are able to get in a vessel on the water and learn with hands on. That’s right you actually will be behind the wheel (at the helm) of a real boat. I have taken the class and it’s a real thrill. Keep in mind this is new and many squadrons are still working out details on how they will implement this program.

I would like to share a few things about the USPS which I think are worth considering for your magazine. We are non-profit and have between 35,000 and 40,000members. More at  http://www.usps.org/

There is a National Meeting in Jacksonville in Sunday, January 13, 2013 at the Hyatt Regency Riverfront Jacksonville, FL. Last year there were over 800 members that showed up for this week-long extravaganza. You may want to send a photographer and writer to see what we are all about.

 USPS will be 100 Years Old in Feb. 2014. This big event could contain many newsworthy articles for your publication.

I would like to share a few more things about the United States Power Squadrons (USPS) which I think are worth considering for your magazine. We are non-profit. We are the biggest boating organization in the US and we teach numerous boating classes to the public and promote safe boating practices all the time. USPS will be 100 Years Old in Feb. 2014.

Folks –
   I have asked current Vero Beach commander, Bob Scully, to serve as Assistant D/PRO for the balance of the 2012-13 term with the understanding that he will accept, if approved, the appointment of D/PRO for 2013 and beyond.  He has agreed to this proposition which is an excellent transition as a result of his District role in conjunction with the 100th anniversary of USPS.  I have held the D/PRO position since 2008 and have increasing responsibilities at National with the Government and Partner Relations Committee as co-chair of the USPS-USCGAUX Implementation Plan. 
   I hope all are in agreement with this recommendation and I ask you to both welcome Bob and include him on all emailings pertaining to D/8 public relations.
I’m looking forward to a revitalized District commitment toward PR in the years ahead, Bill

D8 PRO Pointers for 2012 and Beyond


Bob –
   Thanks for serving on the D/8 public relations team as Assistant PRO and for considering to serve as the District’s Public Relations Officer for 2013-14.  As you’re undoubtedly aware, these are usually 3-year terms.  I know you’re familiar with what we do in PR, but I wanted to suggest a few additional pointers.  In the Operations Manual on the USPS website, you’ll find the D/PRO duties under section 4.24.  Please disregard the Co-Op Advertising reference as that is on hold indefinitely.  You know I always stress adherence to PRO-LOG, our public relations bible, so encourage Squadron PROs to refer to it often. 
   Attached is an elist for squadron PROs and others to whom I send information and updates.  The list includes all squadron PROs compiled from the District directory when it becomes available.  If there is no squadron PRO, I’ll include the Executive Officer and Commander.  It’s recommended you have listed at least two individuals from each squadron.
   When you are asked to host a PR seminar, I have agendas from prior years to serve as outlines.  Your role as D/PRO will be a perfect one combined with your District responsibilities promoting our involvement in the 100th anniversary of USPS.  In addition to forwarding emails from National’s Marketing and Public Relations Committee, you will be asked to provide guidance to squadron PROs and send out releases pertaining to District-wide events and activities, such as the election of a new District Bridge or District involvement in National Safe Boating Week or the Brunswick project.  With your knowledge of social media, you’ll be able to add a much-needed dimension to our PR capabilities.
   You may have noticed in many of my PR meetings, I’ll add updates from Homeland Security and Liaison.  I remain National’s HS team leader on GPRCom and believe those activities need a promotional pitch to the district.  At the squadron level, in the absence of a HS officer, the Liaison officer will assume those duties.  I’m sure you already know Phil Bouckaert (D/HS/O) and Ron Friedman (D/L/O). 
   Being D/PRO should be a terrific assignment for you and I’m most pleased you’ve accepted.  I’m not going anywhere so will always be available for advice and counsel.

The BoatUS Foundation's Online Course is the only free Online Boating Safety Course approved by the Florida Fish and Wildlife Conservation Commission.
In Florida, anyone born on or after January 1, 1988, who operates a vessel powered by 10 horsepower or more must pass an approved boater safety course and have in his/her possession photographic identification and a boater safety identification card issued by the Florida Fish and Wildlife Conservation Commission. A person is exempt from this requirement if there is a person on board who is not affected by this law or is at least 18 years of age and holds a boater education I.D. card. This person must be attendant to and take responsibility for the safe operation of the vessel and for any violation that occurs during the operation.
For more information on Florida's boating regulations, click State Requirements above. The BoatUS Foundation's Florida Boating course consists of 6 lessons and a Final Exam. Each lesson has a 10-question quiz at the end. The Final exam is 75 questions and you must pass with with a score of 80% or better.
To get your Florida Boater Education Card, follow these 4 simple steps:

  2. Create an account and enroll yourself in the Florida Boating Safety Course from the Course Catalog
  3. Take the course and pass the Final Exam - it's absolutely free to take the course and exam
  4. Your permanent Boater Education ID Card will be automatically mailed to you within 3-4 weeks. If you do not receive your card after 4 weeks, contact the Florida Fish & Wildlife Conservation Commission at 850-488-5600.
